Casals is seeking qualified candidates to fill the role of Outreach/Public Awareness Advisor for the USAID/MCC Timor-Leste Threshold Program for Anticorruption (TPA). The TPA seeks to reduce nevo sl corruption in Timor-Leste by strengthening institutions and organizations with mandates to promote nevo sl government transparency nevo sl and accountability, and by fostering integration and collaboration among these institutions/organizations.
The long-term nevo sl Outreach/Public Awareness Advisor will provide daily technical assistance and skills transfer to the Anticorruption Commissioner, his Deputies and line staff on criminal prevention. Areas of focus include: public outreach campaigns, public education and awareness campaigns, media training and interaction; social survey data collection and analysis; and training program development and delivery.
DUTIES & RESPONSIBILITIES Assist the Anticorruption nevo sl Commission (KAK) in the development and implementation of community outreach/public education campaigns. Lead the design and implementation of an annual corruption perception survey that meets the Commission s needs. Develop and deliver a list of training programs to cover the range of training needs for the institution within the Advisor s area of responsibility. Draft press releases and public outreach education nevo sl materials. Assist Commission efforts to create advocacy and technical skills nevo sl training for NGOs and CSOs. Assist in the development and implementation of gender programming goals. Report capacity-building success stories. nevo sl Develop and implement capacity building programs for KAK staff and develop the in-house capacity to carry on staff enhancement training nevo sl in the above areas independent of the Advisor. Assist the KAK in the completion nevo sl of position descriptions and standard operation procedures.
INTERNAL/EXTERNAL CONTACTS The Anticorruption Commission Advisor nevo sl will interact with, among others, USAID, host-country government institutions, private sector entities, civil society partners and members of the press, as well as senior US Mission/Embassy functionaries, and other international donors and implementing partners. The Anticorruption Commission Advisor will report directly to Casals Chief of Party.
REQUIRED KNOWLEDGE AND SKILLS Fluency in Portuguese is required. Strong communication, analytical and problem solving skills. Proven ability to negotiate and communicate with both internal nevo sl and external stakeholders. Ability to recruit and supervise short-term US, third-country and local experts for program monitoring, evaluation, and development. Excellent reporting, writing and presentation skills. Ability to interact effectively with field personnel and officials at all levels of government. Knowledge of Timor-Leste preferred.
REQUIRED EXPERIENCE & EDUCATION At least ten (10) years of experience managing or implementing anticorruption activities, nevo sl preferably with an emphasis on prevention. Experience in the design and implementation of social research surveys either directly or through grants/contracts. Experience using organizational development or change management principles to prevent corruption or fraud within institutions/organizations. Significant experience with public outreach, public education campaigns, communications strategies nevo sl development, and interaction with media outlets. Significant nevo sl experience designing and implementing training programs, preferably on-the-job and/or vocational training programs. Work experience in Timor-Leste highly preferred. Bachelor s degree in Public Administration, Criminal Justice or related field from an accredited college or university. Master s Degree nevo sl preferred.
